Born to the late Bishop Nathaniel and Johnnie Mae Simmons, he is the second oldest of four siblings, Glenn (deceased), Stacey and Natalie. As a teenager, Bishop accepted Jesus as his Lord and Savior, and at the age of 21 God called him into the preaching ministry. He studied at the Manhattan Bible Institute in New York and the Eastern Bible institute of NJ. He received his bachelor's and master's Degrees from Nova Southeastern University and had the distinct honor of making the Dean’s list. 

He was ordained an Elder in the Fire Baptized Holiness Churches of God of the Americas in 1986, and in 2001 was consecrated as a Bishop in the Lord’s Church under his spiritual father, the Late Apostle Herbert L. Bright, Sr., Founder of the Faith Tabernacle Outreach Ministries of New Jersey. Bishop’s passion is for family, the body of Christ and communities in this nation. He has received numerous awards for his community service and work in the church, and his desire is to see souls saved, saints renewed and empowered.  

Bishop W. Andre’ Simmons is married, now 37 years, to the love of his life, Elect-Lady Kim Simmons, and together they have three anointed, gifted and talented children, Wayne A. Simmons, II, Rev. DeAndra Thomas (Pastor Jonathan Thomas), and Minister Tiffany Simmons, and four beautiful granddaughters, Jaelynn, Jordynn, Jaslynn, and Aria. Bishop W. Andre’ Simmons also served as the Florida Regional Bishop and the Administrative Supervising Bishop in the Sounds of Praise Pentecostal Fellowship Ministries, Inc., where Apostle Allen H. Simmons, Sr. is the Chief Apostle and Prelate. 

Under the leading of the Lord, Bishop W. Andre' Simmons connected with the Church of God in Christ, Bishop J. Drew Sheard, Chief Apostle and Prelate. He is the senior pastor and founder of Spirit of Christ Worship Center in South Florida, serving on the Florida Eastern Ecclesiastical Jurisdiction, Bishop Michael E.Hill, Sr. Interim Jurisdictional Prelate and General Board Member.
